This bill would strengthen privacy protections for Americans when federal intelligence agencies search through foreign surveillance data. Specifically, it would ban warrantless access to communications and other sensitive information belonging to U.S. persons or people located in the United States, except in narrow circumstances such as when a court order already exists, the person consents, there is an imminent threat to life, or the search is for defensive cybersecurity purposes. The bill requires federal agencies to create detailed electronic records documenting every query and access, including who conducted it, when, what search terms were used, and the justification for the search. Agencies must submit compliance reports to Congress within 90 days of the law's enactment. The legislation also extends expiration of Section 702 of the Foreign Intelligence Surveillance Act from June 12, 2026, to March 12, 2027, allowing Congress additional time to consider broader surveillance reforms.
