The Texas Flood Emergency Supplemental Appropriations Act of 2025 provides $15 billion in emergency funding to the Federal Emergency Management Agency (FEMA) to assist with disaster relief and recovery from severe flooding events in Texas during 2025. The money will be used to help individuals, communities, and infrastructure affected by the floods under the federal disaster relief program. The funds are designated as an emergency appropriation and may be used until September 30, 2028. FEMA must report to Congress every six months on how the money is being spent, including where the funds are distributed across Texas, what types of assistance are provided, and any obstacles or unmet needs in the recovery effort.
