States and localities that receive grants can use the funds to cover the costs of providing lawyers to these tenants and for attorney training and recruitment. The legislation prioritizes funding for jurisdictions that have also enacted complementary tenant protections—such as limits on eviction causes, 30-day notice requirements, eviction diversion programs, or emergency rental assistance—and those that commit to building a pipeline of attorneys to serve low-income renters. The bill authorizes $500 million total in federal funding over fiscal years 2026 through 2030.
