The ReportScams.gov Act establishes a coordinated federal effort to prevent and combat scams affecting Americans. Within 90 days of enactment, the Office of Management and Budget will create a priority goal for reducing scams and establish an interagency Scams Steering Committee involving 13 federal agencies including the FBI, Federal Trade Commission, Secret Service, and Consumer Financial Protection Bureau. Within 180 days, this committee must develop a Federal Scams Action Plan that defines scams uniformly across government, establishes a 4-year target for reducing scams, and outlines prevention and enforcement strategies. Within one year, the committee will launch ReportScams.gov, a centralized website where Americans can access scam prevention information, find victim assistance resources, and report scams directly to appropriate federal and state law enforcement agencies. The bill allows agencies to transfer up to $10 million annually to support these efforts and provides expedited hiring authority for critical positions through 2031. Congress will receive quarterly progress updates and annual reports detailing scam data, trends, investigations, and recommendations.
