This bill establishes the Esther Coopersmith Award, an annual recognition given by the Department of State to civil service and foreign service employees who advance women's participation in peace and security efforts. The award honors the late diplomat Esther Coopersmith and recognizes individuals or groups who have made meaningful contributions to preventing or resolving conflicts while supporting women's leadership, economic security, and safety. Recipients will be selected by the Secretary of State through a review panel of Assistant Secretaries and Chiefs of Missions, will meet with the Secretary, and will be supported to attend major global security conferences to share their work. The bill requires award recipients to present their accomplishments to incoming Foreign Service officers and at the Chiefs of Mission Conference, and mandates that the State Department submit a report to Congress within 90 days of selection describing the recipients' efforts and outcomes. The legislation has a five-year sunset provision and aligns with existing bipartisan laws on women, peace, and security from 2017 and 2018.
