H.R. 4815 would require the commanding general of the District of Columbia National Guard to live within Washington, D.C. The bill amends a 136-year-old law governing the D.C. National Guard by adding a residency requirement for the top military leader of that organization. The measure would take effect one year after the bill becomes law, giving the current or future commanding general a one-year transition period to relocate if necessary. The bill carries no additional funding requirements, as it simply establishes a residency standard for an existing position. Representative Eleanor Holmes Norton introduced the legislation in July 2025.
