This bill expands U.S. sanctions authority to target Chinese government officials and foreign companies involved in human rights abuses against Uyghurs and other ethnic minorities in Xinjiang, including forced sterilization, forced abortion, human trafficking for organ removal, and forced labor. The legislation implements multiple enforcement mechanisms: it bans from the U.S. foreign officials complicit in these abuses (with limited exceptions for national security and diplomatic purposes), directs Treasury to review seven specified Chinese companies for sanctions within 60 days, requires investigation of forced organ harvesting within 90 days, and mandates a State Department counter-propaganda strategy. The bill also authorizes $2 million annually through 2029 for Smithsonian Institution programs documenting repressed cultures and funds medical, psychological, and cultural preservation support for affected ethnic minorities now living abroad. Additionally, it prohibits the Department of Defense from purchasing Chinese seafood for military facilities and bans such products from commissary stores, effective 30–90 days after enactment.
