This bill requires the Department of the Interior to conduct a comprehensive study of how the federal government funds schools serving Native American students. The study must examine what resources Bureau-funded schools need to pay competitive salaries and recruit quality teachers and staff, and must recommend funding levels that match the highest state teacher salaries or Department of Defense overseas teacher pay. Within one year of the bill's enactment, the Secretary of the Interior must also identify potential new revenue sources to bring Bureau Indian Education funding into parity with other school systems. The legislation directs the Secretary to work with the Bureau of Indian Education and consult with tribal organizations and student representatives when preparing recommendations for Congress. Additionally, the bill specifies that Havasupai Elementary School receive an additional cost factor in the school funding formula to address its unique circumstances.
