The Ending Homelessness Act of 2025 expands rental assistance and fair housing protections to combat homelessness through a combination of vouchers, entitlements, and emergency funding. The bill allocates 500,000 housing choice vouchers starting in 2025, ramping up to 1 million annually by 2028 for extremely low-income families, and creates a federal entitlement program beginning in 2029 that will eventually guarantee rental assistance to all low-income households by 2033. It also strengthens fair housing law by adding "source of income" as a protected category, preventing discrimination based on housing vouchers or government benefits. The legislation provides approximately $2.26 billion annually from 2025 through 2029 for emergency grants, outreach services, the Housing Trust Fund, and fair housing enforcement, with funds prioritizing permanent supportive housing and jurisdictions that adopt affordable housing policies and decriminalize homelessness. The bill makes the U.S. Interagency Council on Homelessness permanent and allows private nonprofit and faith-based organizations to participate in federally funded programs without discrimination.
