The legislation creates competitive grants to state education agencies of $250,000 to $1,000,000 each, with at least 40 percent of funds going to under-resourced schools, and awards $10,000 honorariums to schools that meet Green Ribbon standards. The bill also establishes a similar Green Ribbon award program for museums, libraries, and other nonformal learning institutions, and creates a new Office of School Infrastructure and Sustainability within the Education Department.
