Referred to the Committee on Foreign Affairs, and in addition to the Committees on the Judiciary, Financial Services, Oversight and Government Reform, and Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Stop Foreign Propaganda Act would impose sanctions on individuals and companies that knowingly provide media services or content to foreign propaganda outlets in exchange for payment or other compensation. The bill applies to both U.S. citizens and foreign nationals subject to U.S. jurisdiction, with sanctions including asset freezes, exclusion from government contracts, denial of export financing, and visa denials for foreign individuals. The legislation defines "foreign media entities" as media organizations owned or controlled by foreign governments, entities already under U.S. sanctions, or organizations engaged in state-sponsored disinformation campaigns. Within 90 days of enactment and annually thereafter, the Treasury and State Departments must report to Congress on violators and enforcement actions, with particular attention to Iranian government financing of foreign news organizations. The President retains authority to waive sanctions if determined to be in the national interest, provided Congress receives written justification.
