This bill creates a federal grant program to help states and tribal governments develop and run firearms dealer licensing systems. States or tribes that already have laws requiring firearms dealers to obtain licenses—with provisions for application processes, license renewals every three years or less, dealer inspections, and penalties for violations—would be eligible to compete for annual grants of up to $2.5 million per year to implement or improve these programs. Grant recipients would be required to submit annual reports to the Attorney General documenting the number of inspections conducted, violations cited, licenses issued or revoked, and other enforcement data, which the Attorney General would then report to Congress and make public. The bill does not specify a total funding amount, instead authorizing "such sums as may be necessary" to be appropriated each fiscal year, with the Attorney General having 180 days after appropriation to begin awarding grants.
