This bill requires the Secretary of Commerce to establish a new National Manufacturing Advisory Council within the Department of Commerce within 180 days of enactment. The council will serve as a forum for communication between the federal government and the manufacturing sector—including manufacturers, workers, and academia—to discuss and solve problems related to manufacturing competitiveness, workforce development, supply chain issues, and technological changes. The council's main duties include meeting at least twice yearly to assess manufacturing trends and threats, provide recommendations on federal policies affecting manufacturing, and produce an annual strategic plan with advice for Congress and the Commerce Department on keeping the U.S. competitive for manufacturing investment. Council members, appointed by the Secretary with input from the public, will include representatives from private industry (especially small and medium manufacturers), academia, and labor organizations, serving three-year terms with possible renewal. The bill transfers functions and funding from the existing U.S. Manufacturing Council to this new council and sets a sunset date of five years after the council's first meeting.
