This resolution would reduce Senate pay whenever a government shutdown occurs. Specifically, each Senator would lose one day's pay for each 24-hour period that a shutdown is in effect during their pay period. The bill takes effect after the November 2026 general election, but includes a transitional period: any pay withheld from shutdowns occurring before that election date would be held in escrow and then returned to Senators at the time the new pay reduction rule begins, to comply with constitutional restrictions on changing congressional compensation. The resolution was introduced by Senator Kennedy in November 2025 and referred to the Senate Rules and Administration Committee. No funding is involved, as this is a measure to reduce existing Senate salaries during federal shutdowns rather than appropriate new money.
