H.R. 4942
This bill directs a federal subcommittee to assess and report on America's preparedness for threats posed by advanced quantum computers that could break current encryption systems. Within one year of enactment, the subcommittee must evaluate how the U.S. compares to other nations in quantum computing development, identify which economic sectors are most vulnerable, and create a plan to help government and private companies adopt stronger "post-quantum" encryption before these threats materialize. The bill requires the subcommittee to submit an initial classified or unclassified report to Congress with recommendations for implementation timelines and necessary policies, followed by annual progress reports for the next four years tracking how effectively businesses and government agencies are adopting protective measures. The legislation doesn't authorize new spending but establishes reporting requirements to guide the federal government and private sector in preparing for quantum computing risks to national security and cybersecurity.
