This bill, known as the Water Resources Development Act of 2026, authorizes and funds a wide range of Army Corps of Engineers water infrastructure projects and Environmental Protection Agency drinking water and wastewater programs across the country. Division A directs the Corps of Engineers to conduct new feasibility studies, expedite dozens of ongoing studies and reports, modify or deauthorize certain existing projects, and formally authorize numerous new navigation, flood control, ecosystem restoration, and coastal storm risk management projects in states such as Mississippi, Kentucky, South Carolina, Missouri, Wyoming, North Carolina, Arizona, California, Florida, and Tennessee, with costs ranging from a few million dollars to over $12 billion for the largest Everglades restoration effort. It also streamlines Corps procedures, strengthens congressional reporting and notification requirements, and updates environmental infrastructure assistance funding levels for hundreds of specific communities. Division B reauthorizes and increases funding for EPA drinking water and clean water programs through fiscal year 2030, including state revolving loan funds, lead service line replacement, assistance for small and disadvantaged communities, rural sanitation grants for Alaska Native villages, and geographic restoration programs like the Great Lakes Restoration Initiative and Chesapeake and Long Island Sound programs.
