This bill directs the Secretary of Agriculture to study and report on barriers that prevent certified organic farms and farms transitioning to organic production from fully participating in federal agriculture programs. The Secretary must submit a comprehensive report to Congress within 180 days of the bill's enactment that examines obstacles across numerous programs including conservation, credit, disaster assistance, crop insurance, and organic certification cost-sharing. The report must include data on application and approval rates, specific eligibility and administrative barriers, and recommendations for both administrative actions the department can take immediately and statutory changes Congress may need to make. For three years following the initial report, the Secretary must also provide annual updates describing progress made and any remaining obstacles. The legislation aims to ensure that organic farmers have equal access to agricultural support programs without facing unnecessary hurdles related to their farming methods.
