The Duster Inhalation Prevention Act regulates compressed air dusters to prevent their misuse as inhalants. The bill directs the Consumer Product Safety Commission to classify certain chemical propellants used in these products as hazardous substances and ban aerosol dusters containing more than 18 milligrams of these chemicals. The legislation also prevents manufacturers from stockpiling these products beyond 105 percent of their average monthly production or import volumes during the 13 months before the law takes effect. The Commission can add other harmful propellants to the banned list through future regulations if it determines they are being used for recreational inhalation. The bill does not apply to drugs regulated by the Food and Drug Administration, meaning legitimate medical inhalers remain unaffected.
