This bill requires the Department of Homeland Security and the Department of Justice to create and maintain a publicly available database identifying state and local jurisdictions deemed "sanctuary jurisdictions" within 90 days of enactment, with quarterly updates. A jurisdiction qualifies for the database if it has laws, policies, or practices that prevent local law enforcement from cooperating with federal immigration authorities, such as complying with federal immigration detainers, assisting in the arrest of suspected criminals, or allowing federal agents to interview incarcerated individuals. Once identified in the database, sanctuary jurisdictions would lose eligibility for all new federal funding, making it a significant financial penalty for noncompliance with federal immigration enforcement. The bill applies broadly to any local or state law that restricts cooperation between local police and federal immigration authorities. This legislation would directly impact cities and states with policies limiting local police involvement in immigration enforcement, potentially affecting billions in federal grants and aid to those jurisdictions.
