The Fine Arts Protection Act of 2025 directs the Comptroller General to conduct a comprehensive review of the General Services Administration's Fine Arts Program, which maintains one of the nation's oldest and largest public art collections. Within one year of the bill's enactment, the review must survey all artworks in the collection, estimate their economic value, assess whether current staffing and funding are adequate, and compare the GSA's management practices to similar institutions. The Comptroller General must also examine whether the GSA should relocate the collection given plans to reduce the agency's budget and staff. By two years after enactment, the Comptroller General must report findings and recommendations to Congress on how to better manage the Fine Arts Collection, including whether the GSA should continue overseeing it. The bill, introduced by Representatives Titus, Pingree, Nadler, and others, acknowledges that the collection includes historically significant works from New Deal programs and serves an important role in preserving American cultural heritage.
