This bill authorizes the federal government to award grants to help internationally educated health care professionals integrate into the U.S. health care workforce. Eligible recipients must be consortiums of at least two organizations, such as hospitals, nonprofits, universities, or government agencies, and can use grant funds for both system-level improvements like mentorship networks and individual support such as English language training, licensing assistance, and career counseling. Grant recipients must spend at least 20 percent of funds on system-level projects and no more than 10 percent on administrative costs. The bill gives priority to projects serving rural communities or areas with health care worker shortages and targets internationally educated professionals who are lawfully authorized to work in the United States. The Secretary of Health and Human Services must award grants within one year of enactment and submit annual progress reports to Congress, with funding authorized through fiscal year 2031.
