Tribes receiving these awards would not be required to provide matching funds like other recipients, and the Secretary of Health and Human Services would have flexibility to modify program requirements and provide waivers to accommodate tribal needs, in consultation with tribal leaders. The legislation also requires a comprehensive report to Congress within two years assessing how well the program serves tribal communities and recommending any additional changes needed to strengthen tribal public health security.
