The bill emphasizes that this promotion must occur alongside diplomatic efforts to ensure partner countries meet rigorous safety, security, and nonproliferation standards. Within 120 days of the bill's enactment and annually thereafter, the State Department must report to Congress on the program's implementation, diplomatic activities, participating partners, and funding expenditures. The program is set to expire on June 8, 2034.
