Referred to the Committee on Energy and Commerce, and in addition to the Committees on Ways and Means, and Oversight and Government Reform, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.

The bill mandates free coverage of FDA-approved drugs for pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP), along with associated lab tests, counseling, and clinical monitoring across all major insurance types: private insurance, Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and federal employee health plans. The legislation eliminates cost-sharing requirements like deductibles and copayments for these prevention services and removes prior authorization barriers, though insurers can still require authorization if they cover therapeutically equivalent alternatives without preauthorization. Most provisions take effect beginning with plan years starting after the bill's enactment, with Medicare Part B services available starting January 1 of the following year, allowing states that require legislation additional time to implement Medicaid and CHIP changes.
