This bill authorizes the Environmental Protection Agency to expand air quality monitoring in rural and remote areas affected by wildfires by funding portable air sensors, which are cheaper and easier to operate than traditional air monitors. The legislation allows existing Clean Air Act grants to be used for purchasing and operating these sensors, and it creates new competitive grant programs providing $10 million annually from 2027 through 2032 for air pollution control agencies to deploy sensors in underserved communities. The bill also directs the EPA to expand existing air sensor loan programs into regions and tribal lands not currently served and to provide technical assistance for sensor placement, maintenance, and data management. Priority will be given to rural areas that currently lack air quality monitoring infrastructure and communities most severely impacted by wildfire smoke, which poses documented health risks including respiratory and cardiac complications. The EPA must develop standardized quality assurance templates within 180 days to ensure consistent implementation across all programs.
