H.R. 5191
H.R. 5191 directs the Department of Defense to create public guidance helping private companies demonstrate that their biobased products (those made using living organisms) meet military requirements. Within one year of enactment, the Under Secretary of Defense for Research and Engineering must develop and publish this guidance in coordination with military department leaders. The bill also requires the Government Accountability Office to analyze whether the Pentagon's requirements-development process accidentally or intentionally excludes biobased products, and to report findings and recommendations back to Congress within the same one-year timeframe. This legislation affects defense contractors and companies developing biobased materials, and aims to remove barriers that may prevent sustainable or bio-based alternatives from being considered for military use.
