The SALONS Stories Act amends federal law to provide increased grants for domestic violence prevention to states that require cosmetologists and barbers to receive specialized training as part of their licensing process. The training, which must be free and provided by victim service providers, teaches salon and barbershop professionals how to recognize signs of domestic violence, respond appropriately, and refer clients to victim resources; the training may also cover sexual assault, stalking, and dating violence. States that implement such training requirements can receive grant increases of up to 10 percent of their average annual domestic violence prevention funding, with each increase lasting one year and renewable for a maximum of three years. The legislation authorizes $5 million annually from fiscal years 2027 through 2033 to fund these grant increases. The bill leverages the regular access cosmetologists and barbers have with clients to expand awareness and support for domestic violence victims.
