A "repeat violent felon" is defined as someone convicted of at least two violent crimes or one violent crime plus one serious drug offense, with specific offenses listed including murder, robbery, aggravated assault, arson, kidnapping, and firearm-related crimes. Each state and participating Native American tribes must maintain a registry requiring these individuals to register where they reside, work, or attend school, update their information every 90 days in person, and report any changes within three business days. The registries will be made public online through both state websites and a national database, though certain information like victims' identities and Social Security numbers will be withheld. States that fail to implement the system by the deadline could lose 10 percent of their federal crime control grants, though the bill authorizes appropriations and grants to help cover compliance costs.
