H.R. 5279 would establish a new National Monument called the Southern Border Wall National Monument across approximately 289,920 acres in California, Arizona, New Mexico, and Texas, with the stated purpose of protecting the existing southern border wall from alteration. The Secretary of the Interior, working through the Bureau of Land Management, would administer the monument and coordinate with other federal agencies and Indian tribes that have jurisdiction over lands within it. Within three years of receiving funding, the Secretary must prepare a general management plan for the monument and submit it to Congress for review. The bill essentially converts portions of the border wall and surrounding land into a protected monument status, which would subject any future changes to the wall to monument management rules and oversight.
