Referred to the Committee on Foreign Affairs, and in addition to the Committees on Energy and Commerce, and Science, Space, and Technology, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The AI Sovereignty Act directs the Secretary of Commerce to investigate and report on how critical artificial intelligence technologies—including semiconductors, processors, software frameworks, and advanced data models—are being developed overseas rather than in the United States. Within 240 days of enactment, the Secretary must identify where AI development is being moved abroad, track partnerships between U.S. and foreign companies, monitor foreign nationals trained in America who work for rival nations like China and Russia, and assess the national security and economic risks posed by this offshore shift. The bill also requires the Secretary to recommend strategies for keeping AI development in the U.S., preventing the sale of American AI assets to foreign entities, and strengthening government oversight of such transactions. Beginning one year after the initial report and annually thereafter, the Commerce Department must update Congress on whether these strategies remain relevant and propose changes as needed.
