Referred to the Committee on Appropriations, and in addition to the Committee on Education and Workforce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Learn and Serve America Reinvestment Act provides $40 million in annual funding starting in fiscal year 2026 to support the Learn and Serve America program, which promotes service-learning initiatives in schools, with at least 20 percent directed to student programs and 80 percent to school-based efforts. The bill expands eligibility to participate in the program by allowing local school districts and consortiums of school districts to directly apply for grants, in addition to the state educational agencies that currently manage the program. The legislation also authorizes funding for at least 10 additional full-time staff members at the Corporation for National and Community Service to support program planning and technology improvements. Starting in 2026, grants will be awarded competitively to state agencies, U.S. territories, and Indian tribes, with a small percentage reserved specifically for Indian Affairs. The bill requires the Corporation to submit annual reports to Congress detailing how grant funds are distributed and used by different types of grantees.
