The INSPIRES Act authorizes federal grant programs to help schools in rural areas and schools serving Native American students upgrade their science, technology, engineering, and mathematics classrooms and laboratories, as well as improve high-speed internet access. The bill also establishes a separate program to support modernization and repair of career and technical education facilities at schools and community colleges nationwide. States would receive allotments based on the number of rural schools they have, with at least ten percent of funding reserved for projects at schools serving Native American students, and would then award subgrants to local school districts and tribal educational agencies. The legislation requires states to contribute a twenty-five percent match and eligible agencies to contribute a ten percent match from non-federal sources, though the Secretary of Education may waive these requirements. Congress authorized at least twenty-five million dollars annually beginning in fiscal year 2027 for STEM facility improvements and an equal amount for career and technical education facility upgrades, with reporting requirements every two years to assess the impact on student achievement.
