119th (2025–2027)
S. 5333
This bill directs the U.S. Department of Commerce to develop a comprehensive strategy for promoting Wi-Fi and unlicensed spectrum technologies globally, with particular emphasis on countering efforts by China and other adversaries to undermine American technological leadership. The plan must be completed within 180 days and submitted to Congress, and it will focus on advocating for harmonized spectrum use at the 2027 World Radiocommunication Conference in Shanghai, which will involve coordination across multiple federal agencies including the State Department, Defense Department, and intelligence agencies. The bill emphasizes that Wi-Fi technology is a major economic driver contributing over $1 trillion annually to the U.S. economy and is critical infrastructure for commercial activity, education, healthcare, and public safety. Following the conclusion of the 2027 conference, the Commerce Department must submit an implementation report to Congress within 90 days detailing how effectively the strategy was executed and including mechanisms to track progress. The legislation contains no new direct appropriations but establishes firm timelines and interagency coordination requirements to ensure a unified American position at the international conference.
