Referred to the Committee on Energy and Commerce, and in addition to the Committees on Ways and Means, Transportation and Infrastructure, Financial Services, Education and Workforce, Natural Resources, and the Budget, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The National Infrastructure Bank Act of 2025 would create a federally chartered infrastructure bank to finance major infrastructure projects across the United States, addressing what the bill identifies as a $3.7 trillion infrastructure funding gap over the next decade. The bank would be capitalized with up to $500 billion in initial funding through Treasury securities and public-private investments, with the capacity to provide up to $5 trillion in loans for projects in transportation, energy, broadband, water systems, and community development. A 25-member board of directors appointed by the President would oversee the bank's operations, supported by governance committees focused on risk management and audit compliance, with a Special Inspector General providing independent oversight. The bank would be subject to federal labor standards, Davis-Bacon prevailing wage requirements, Buy America provisions, and civil rights protections, with at least 10% of funding directed to minority and disadvantaged-owned businesses. Capital would accumulate over five years with Federal Reserve assessments to evaluate the bank's performance.
