The bill applies to both private-sector employees covered by the existing Family and Medical Leave Act and federal civil service employees, allowing them to take intermittent or reduced-schedule leave when medically necessary, with employers able to require medical certification. Additionally, the legislation creates a new federal tax credit equal to the child tax credit amount (currently up to $2,000) for individuals who experienced a stillbirth during the tax year and have obtained a state-issued birth certificate documenting the stillbirth. The tax credit becomes effective for tax years beginning after the bill's enactment, while the leave provisions take effect immediately upon passage.
