The Food for Thought Act of 2026 establishes a federal grant program to provide free meals to low-income college students at institutions with significant numbers of students eligible for federal Pell Grants, including community colleges, historically Black colleges and universities, and minority-serving institutions. The Department of Agriculture will award competitive grants lasting up to two years to schools that prioritize meal assistance for Pell Grant recipients and students experiencing food insecurity or homelessness, with participating institutions required to provide one to ten free meals per week per student. The bill authorizes unlimited funding for the program from fiscal year 2027 through 2032 and includes protections ensuring that meal benefits do not reduce students' eligibility for other federal financial aid. The bill also requires the Department of Agriculture and education agencies to provide technical assistance to schools, establish nutritional standards within 120 days, and submit congressional reports at two years and four years assessing the program's impact on food insecurity, student retention, and completion rates.
