This bill amends financial regulatory law to increase the size thresholds that trigger enhanced regulatory oversight of large banks and financial institutions. The bill immediately raises several key asset thresholds, including increasing the main threshold from $250 billion to $370 billion for most enhanced regulations affecting bank holding companies, and raising the threshold from $10 billion to $15 billion for certain regulatory requirements. The bill also establishes an automatic adjustment mechanism that will increase these thresholds every five years based on either gross domestic product or consumer price index growth, whichever the Federal Reserve Board selects as most appropriate for each threshold. The Federal Reserve, along with the Comptroller of the Currency and the Federal Deposit Insurance Corporation, must complete a study within three months and designate which economic indicator to use for each threshold, then publish adjusted amounts by April 5 of each adjustment year. The automatic adjustments take effect January 1 of the following year and apply to regulatory oversight of bank holding companies, savings and loan holding companies, and other financial institutions subject to enhanced regulatory requirements under the Dodd-Frank Act.
