This bill requires the Federal Reserve Board to conduct a comprehensive review of its discount window lending operations and develop an improvement plan within specific timeframes. The Board must begin the review within 60 days of the law's enactment and complete it within 240 days, then submit findings and a remediation plan to Congress within one year. The review must examine how well the discount window provides emergency liquidity to banks, whether its technology and cybersecurity are modern enough, how it coordinates with other financial agencies, whether operating hours should expand, and how to reduce stigma that discourages banks from using it. The Board must then develop a written plan identifying problems and improvements with timelines and milestones, and submit annual progress reports to Congress while the Federal Reserve Inspector General provides independent oversight reports. The requirement automatically ends once the Board certifies that its improvement plan has been fully implemented.
