The Growing University AI Research for Defense Act authorizes the Secretary of Defense to establish one or more National Security and Defense Artificial Intelligence Institutes at eligible U.S. military colleges to conduct cutting-edge research on artificial intelligence systems for national security purposes. These institutes would bring together universities, federal agencies, private companies, nonprofits, and government labs to develop AI applications, create testing environments, manage secure datasets, and build the nation's AI workforce through interdisciplinary research and training. The bill permits the Defense Department to award grants to eligible host institutions for five-year periods (renewable for an additional five years) to support research activities, provide computing resources, and facilitate technology transfer from labs to practical defense applications. Funding is limited to U.S.-based recipients and consortia that meet departmental eligibility criteria, and awards will be distributed through a competitive, merit-based review process with possible collaboration among other federal agencies involved in national security and AI development.
