This bill requires the Department of Defense to create a pilot program that pairs military cyber units with universities that have earned recognition as National Centers of Academic Excellence in Cybersecurity from the National Security Agency. The program aims to strengthen the nation's cyber workforce by enabling military cyber operators and student researchers to collaborate on training exercises, research projects, and real operational support while building direct pathways for students into federal cybersecurity careers. The pilot will leverage existing scholarship programs and provide guidance to help students transition into Department of Defense or other federal government cybersecurity positions. The Defense Secretary must establish the program within one year of the bill's enactment and will need to develop assessment tools to measure its effectiveness, including tracking how many students move into federal cyber careers and analyzing the costs and benefits of the partnerships. The pilot program is set to run until September 30, 2031, at which point it will automatically end unless Congress takes further action.
