This bill authorizes Congress to award a posthumous Congressional Gold Medal to Welles Remy Crowther, a 24-year-old equities trader who died heroically during the September 11, 2001 terrorist attacks on the World Trade Center. Crowther, known as the "Man in the Red Bandanna" for using a red bandanna to protect himself from smoke, helped evacuate survivors from the 78th floor and assisted firefighters at ground level until the South Tower collapsed. The bill directs the Secretary of the Treasury to design and strike the gold medal, which will be presented to his mother, Alison Crowther, and authorizes the Treasury to cover all costs through the U.S. Mint Public Enterprise Fund. The legislation also allows the Treasury to produce and sell duplicate bronze medals to recover costs, with proceeds returned to the Mint fund. This legislation honors Crowther's exceptional courage and compassion in one of America's darkest moments.
