H.R. 5538 directs the Attorney General to establish a national working group to develop strategies for identifying and rescuing children from sexual exploitation, particularly those depicted in child sexual abuse material and victims of related crimes. The working group, which must be formed within 90 days and include representatives from federal agencies, state and local law enforcement, the National Center for Missing and Exploited Children, victim advocacy groups, and academic experts, will estimate the number of suspected offenders and victims, recommend necessary law enforcement resources and funding, and analyze arrest and prosecution data from the past five years. The working group has authority to hold meetings, subpoena witnesses and records, and request information from federal, state, and local agencies, with its chair appointed by the Attorney General. Within one year of formation, the group must submit a comprehensive report to Congress with legislative recommendations, and it will automatically terminate 120 days after submitting its report unless the Attorney General decides otherwise.
