This bill prohibits the federal government from purchasing optical transceivers produced by or connected to two Chinese companies: Zhongji Innolight and Eoptolink. Optical transceivers are networking components used to transmit data in computer systems and infrastructure. The prohibition applies to any transceivers designed, developed, manufactured, or supplied by these companies or their subsidiaries, as well as any transceivers containing their firmware or components. The ban takes effect five years after the law's enactment, giving the federal government and industry time to develop domestic alternatives. Before the prohibition begins, federal agencies must assess supply chain risks, evaluate domestic production capacity, and develop strategies to ensure the government can still access necessary optical transceivers through waivers or alternative sources.
