Referred to the Committee on Energy and Commerce, and in addition to the Committees on the Judiciary, and Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill would make it a federal crime to provide gender-related medical treatments to minors under age 18, with penalties of up to 10 years in prison and fines. The legislation defines such treatments broadly to include surgeries and hormone therapies related to gender transition, as well as puberty blockers. The bill carves out exceptions for treating disorders of sex development (conditions involving atypical chromosomes or reproductive anatomy) diagnosed through genetic or biochemical testing, and does not penalize minors who seek such treatments themselves. Additionally, the bill would prohibit Medicare from covering these treatments for minors and would exclude providers offering them from participation in Medicare, effective 90 days after enactment. Finally, the legislation bans all federal funding for gender-related medical treatments for minors, affecting health insurance coverage funded by federal dollars.
