The SUCCESS Act of 2026 creates a federal grant program to help colleges and universities provide academic counseling and support services specifically for student survivors of sexual assault and other violence. The bill recognizes that trauma from sexual assault can harm survivors' academic performance through effects like difficulty concentrating, lower grades, and higher dropout rates, and aims to address this through targeted academic interventions alongside mental health services. Eligible colleges can use grant funding for services like re-entry assistance for students returning after leaves of absence, faculty training on trauma-informed practices, tutoring programs designed for survivors, mental health services, and emergency funds for wrap-around support. Grants will be awarded competitively for five-year periods, with priority given to community colleges, historically Black colleges and universities, tribal colleges, minority-serving institutions, and schools with histories of Title IX violations. The bill authorizes necessary funding for fiscal years 2027 through 2031 and requires participating institutions to report on graduation and re-enrollment rates for survivors.
