Referred to the Committee on Science, Space, and Technology, and in addition to the Committees on Energy and Commerce, Natural Resources, and Education and Workforce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill establishes a $1 billion Marine Energy Acceleration Fund to advance U.S. competitiveness in marine energy—power generated from ocean waves, tides, and currents. The Department of Energy will use the funding to conduct at least 20 demonstration projects that connect marine energy systems to local and utility grids ($600 million); support research, development, and facility upgrades for marine energy technology ($250 million); assess the energy potential at 50 promising U.S. sites ($50 million); develop workforce training programs ($85 million); and improve the federal permitting process for marine energy projects ($15 million). The bill prioritizes projects serving rural, remote, tribal, and low-income communities, and requires a federal task force to submit permitting recommendations to Congress within one year of enactment. The funding remains available until spent, and the legislation aims to develop domestic marine energy manufacturing and supply chains while supporting education and community engagement.
