The 12-member commission, composed of congressional appointees and private sector experts, will examine quantum science developments, identify barriers to commercialization, evaluate workforce needs, and review America's global competitiveness against countries like China. The commission must deliver an interim report within one year and a final report within two years of its establishment (30 days after enactment), both submitted to Congress and the President in unclassified form with optional classified annexes. The commission will coordinate with federal agencies including the Departments of Commerce, Energy, and Defense, and will have access to federal staff, research facilities, and administrative support. The commission will automatically dissolve 540 days after submitting its final report, with funding authorized as needed to support its operations.
