If the State Department cannot provide the required certification, it must immediately invoke existing laws to formally designate Russia as a state sponsor of terrorism, which would trigger various economic sanctions and restrictions on military aid and exports. The designation could only be reversed after Russia demonstrates it has stopped supporting terrorism for three months and successfully returned all displaced children. The bill was introduced in October 2025 and takes effect one day after enactment.
