H.R. 5826, the Increasing and Developing Entrepreneurship Access Act of 2025, establishes a federal grant program to help minority-owned businesses access capital and entrepreneurship support. The Commerce Department's Under Secretary for Minority Business Development will distribute $1 million annually for five years to business accelerator organizations that work with minority business enterprises, with the federal government covering up to 75 percent of costs while accelerators must contribute at least 25 percent. These accelerators will use the grants to provide direct funding to minority businesses, create networking opportunities with investors and other resources, and offer other support services in regions with at least 15 minority-owned businesses earning $250,000 or more annually. The program is authorized to receive $25 million in federal funding for fiscal years 2026 through 2030, and the Commerce Department must report annually to Congress on the number of grants distributed and minority businesses assisted.
