This bill requires large federal contractors to communicate all subcontract opportunities to small businesses using plain, easy-to-understand language as defined by the Plain Writing Act of 2010. Contractors must include this plain writing requirement in their subcontracts and commit to it in their bids for federal work. The legislation affects primarily federal prime contractors and small businesses competing for subcontracting opportunities. If the Small Business Administration finds that a contractor violated this requirement, the contractor must reissue the subcontract solicitation in plain language within 30 days. The Small Business Administration must write the detailed rules to implement this requirement within 90 days of the bill's enactment.
